When someone creates a PDF in Adobe Acrobat, Microsoft Word, or any other PDF creator, they have the option to set an owner password and choose which permissions to grant recipients. They might lock down printing because they are distributing a report they only want read on screen. They might disable copying because the document contains proprietary content they do not want lifted and pasted elsewhere. They might block editing to make sure no one tampers with the text of a contract before signing.
In many cases the restrictions were set with good intentions at the time of creation, but the document has now moved to a different context where they just get in the way. Your own accountant sends you a read-only PDF of your tax return β fine for filing, but you want to print a copy for your records and the print button does nothing. A company sends you a form to fill but the form fields are locked. A colleague shares a draft that you need to annotate but annotations are blocked.
The key thing to understand is that these restrictions are enforced by your PDF viewer as a courtesy β they are not encryption. The file content itself is not scrambled or hidden. A PDF viewer simply checks the permission flags and follows them. This is why removing them is straightforward: you rebuild the PDF with the flags set to allowed instead of denied.
