PDF encryption supports two separate passwords and understanding the difference helps you choose the right level of protection.
The open password is the main gate. Set this and anyone who tries to open the file β in any PDF viewer on any device β will see a password prompt before they can see any content. Without the correct password, the file is completely inaccessible. This is what you set when the goal is to make sure only specific people can view the document at all.
The owner password works differently. A PDF protected only with an owner password still opens freely without any prompt β but behind the scenes, permission flags tell the viewer what is and is not allowed. You can block printing so the document can be read on screen but not put on paper. You can block text copying so the content cannot be lifted out. You can block editing so the document cannot be modified. The owner password is what you would need to change these restrictions later.
You can set both together. A PDF with both passwords set requires the open password to access and then also enforces the permission restrictions you chose. This gives you the maximum level of control β limiting both who can open the file and what they can do with it once they have.
The strength of AES encryption is mathematically excellent. The weak point is almost always the password itself. A short or obvious password can be attacked far more quickly than the encryption can be broken directly.
A few things that make a password weak for PDF encryption: using a single dictionary word, using a name or date of birth, using a short number like a PIN, and reusing a password you already use elsewhere. Any of these can be attacked with a wordlist or simple brute-force much faster than a genuinely random password.
What makes a strong password: length (at least 12 characters makes a meaningful difference), a mix of uppercase letters, lowercase letters, numbers and symbols, and randomness rather than a real phrase or word. A password like Tr7!xKm2@pLq is far harder to attack than contract2024 even though both are roughly the same length.
